Bind approval authority to a controlled device
The key pair is generated in a secure element, HSM, TPM or FIDO2-compatible token, binding approval evidence to controlled hardware.

Challenge-response for every action
At login or high-risk approval time, a fresh challenge is signed. The evidentiary record is not a password, bearer secret or reusable OTP.
